At the Institute’s core is the Gilder Lehrman Collection, one of the great archives in American history. Summary of Content: Numbered "No. 108" on recto and "N. 88" on verso. The Czar recommends replacing Lieutenant General Anfediel with Lieutenant General Shlipenbah (possibly Wolmar Anton von Schileppenbach). Discusses political and military strategies against Sweden.

Background Information: In 1700, Peter instigated the Great Northern War (1700-1721) with Sweden to regain access to the Baltic Sea. Wolmar Anton von Schlippenbach was Governor General of Swedish Estonia from 1704 to 1706.
